A service member deployed overseas cannot use traditional phone lines to contact loved ones. Instead, they can access email, IM and Internet videos. However, the limitations of the Internet service available and the difference in time between the countries limit the use of these tools. Service members often have to pay extra to get a phone or Internet connection while deployed.

Most Soldiers will have access to teleconferencing and email, in addition to internet video phones and email. Some soldiers may have access the internet via a laptop or cell telephone to communicate with family members back home.

However, Army rules govern their online behavior. These rules can be broken and a Soldier can be disciplined. They can be disciplined with Article 15, revocation of pass privileges or correctional training, depending on their severity. They may also be sent counseling or have their off-post living privileges revoked. Federal laws could also be violated.

The quality and time differences between the countries can affect the quality of the call. They don't need to pay a fee to receive or make calls from civilians.

It is important to investigate the motives behind Soldiers who are unable to receive mail or emails. They may be a catfish or imposter if they don’t have an APO address or FPO address.
